We published the Draft Environmental Impact Statement (DEIS) in March 2002.
We considered over 2,700 public comments in revising the document.

end on December 19, 2005.

We published in the Federal Register on July 22, 2005 (70
FR 42259-42261, Docket No. 04-068-1), an interim rule that amended the
bovine tuberculosis regulations (9 CFR part 77) by removing New Mexico
from the list of modified accredited advanced States in Sec. 77.9(a) and
adding part of New Mexico to the list of modified accredited advanced zones
in Sec. 77.9(b) and the remainder of New Mexico to the list of accredited
free zones in Sec. 77.9(b). There is one error in that document. In Sec.
77.9, paragraph (a) lists the States which meet the criteria for modified
accredited advanced States. When we set out the revised Sec. 77.9(a), we
inadvertently included California on the list of modified accredited advanced
States. California was designated as an accredited free State in an interim
rule published in the Federal Register on April 15, 2005 (70 FR 19877-19878,
Docket No. 05-010-1). This document corrects that error by removing California
from the list in Sec. 77.9(a).

By Notice dated March 25, 2005 and published in the Federal Register on
April 4, 2005, (70 FR 17126), Wildlife Laboratories, 1401 Duff Drive, Suite
400, Fort Collins, Colorado 80524, made application to the Drug Enforcement
Administration (DEA) to be registered as an importer of Etorphine Hydrochloride
(9059), a basic class of controlled substance listed in Schedule II. The
company plans to import small quantities of the listed controlled substance
for the manufacture of analytical reference standards.

SUMMARY: We are adopting as a final rule, without change,
an interim rule that amended the regulations concerning the importation
of animals and animal products by adding Malaysia to the list of regions
in which highly pathogenic avian influenza (HPAI) subtype H5N1 is considered
to exist. We took that action to prevent the introduction of HPAI subtype
H5N1 in the United States.
